Presidential Impeachment Trials: Legal History, Issues, And Professional Ethics

This 2-credit seminar will address the historical foundation and underpinnings of the Congressional power to impeach a federal executive, the precedents, the rules and procedures dictated by the Senate rules and by tradition, legal issues raised by process. In addition, specific legal issues raised by the impeachment trial of President Trump will be examined including duties of attorneys under the rules of professional conduct pertaining to conflicts of interest, ad hominem arguments, duties of confidentiality and truthfulness.

Kim D. Ringler, Esq., has focused on attorney ethics as a practitioner, disciplinary prosecutor and member of adjudicatory committees for more than thirty years. She provided guidance on conflicts of interest and other executive branch ethics issues. She serves as municipal tax appeal attorney for the Borough of New Milford and chairs the New Jersey State Bar Association Health Law Committee. Prior to government service, Ms. Ringler practiced law in Bergen County for nearly twenty years and re-established her private practice, the Ringler Law Firm, in 2015.
Genevieve M. Allard, J.D., is a graduate of Seton Hall University School of Law where received her JD; as well as a graduate of Villanova University where she earned her BA. Genevieve was an assistant prosecutor for the Bergen County Prosecutor’s Office and worked in the Juvenile Section, the Grand Jury Section, anf the Trial Section. Genevieve is now an educator at Bergen County Technical High School and Fairleigh Dickinson University in courses relating to Constitutional Law, Criminology, Financial Literacy, and sections on Law and Justice.
