This panel depicts the birth and foundation of the law of the United States in the signing of the United States Constitution, the Supreme law of the land in Independence Hall, Philadelphia, by the representatives of this state to the Constitutional Convention – William Livingston, David Brearley, William Patterson, and Jonathan Dayton.

The room and the furniture were the same for the signing of the Declaration of Independence and great care was exercised by the artist who reproduced this historic scene.
